Graffiti & Gangs in Rome

Gangs are a growing problem in the area. You may not know it but they communicate out in the open for everyone to see. Now, you can get a better understanding of their code. Their secret language is graffiti.
 If you think gangs aren't in Rome, just look around.  The signs are everywhere.
To an untrained eye, graffiti is just random spray paint.  A short crash course, like the course provided by Rebecca Beaty at last months Neighborhood Watch, however, empowers people to be able to read between the lines.
Here in Rome, the gangs are described as hybrid type gangs and wanna-be gangsters. This makes them harder to track thru graffiti.  However loose the tagging is, there are common threads to its language through color, lines, and symbols.
Nevertheless, make no mistake, the signs and symbols are present in all gang graffiti.  Just about every scribble means something. In the example above, two rival gangs have been "x'd" out in blue, a color of the "Crips" and the X is a sign of disrespect to the other gang.
Crips names are usually in blue.  Their rivals, Bloods, are in red.  The Surenos sign is SUR and the number 13, usually the Roman numeral 13 for M, the 13th letter of the alphabet, with M standing for Mexican Mafia.
Note in the example above that the red B in Bandits has been lined out with a dominate downward arrow.  There are also many signs of disrespect, like using another gang's symbol upside down. Traditionally an X-out means disrespect to the person who originally put the graffiti up there. The people responsible for this graffiti and gang crime aren't members of the original gangs out of Chicago or Los Angeles but are in loosely organized groups that mimic those gangs, these are our neighbors, our kids and our responsibility.
There are three R's to Graffiti: REPORT it to police, neighborhood watch and city ward council.  RECORD it, Take pictures immediately and date them, take follow up pictures noting any rival activity.  Finally, if it is on your property or your neighbors property REMOVE it.

City Awarded Tree City USA Status

Rome has been recognized by the Arbor Day Foundation as a Tree City USA community for its commitment to urban forestry.

It is the seventh consecutive year that the city has earned the national designation.

"We commend Rome’s elected officials, volunteers and its citizens for providing vital care for its urban forest," said John Rosenow, chief executive and founder of the Arbor Day Foundation.

"I am proud of the job that our Parks Department and Forestry Division do, and their hard work is reflected with this recognition," Mayor James F. Brown said. "Trees are an important tool in our efforts to enhance our community and make Rome an even better place to live and work. Trees are important to the health — both economic and physical health — of a community and I am proud of the efforts that our City continues to help this community grow and improve."

In honor of Arbor Day 2010, the Forestry Department will partner with the Rome City School District to plant a tree at Gansevoort Elementary School. The ceremony will be held on Arbor Day, Friday, April 30 at 10:30 a.m.

In addition to the tree planting, the City of Rome has developed an Arbor Day poster contest for the elementary schools in the Rome district.

"Projects like this show the city’s commitment to teaching young individuals the benefits of trees and the benefits they provide to our environment and community," City Forester Tom Jones said. "Thanks to the mayor and to the Rome School District, we have been able to accomplish this goal each year with an Arbor Day celebration at a different elementary school."

City to start picking up Green Waste

Starting Monday, April 5.

Green waste pick up in the inside district is the day before garbage pick up. So, those who have their regular trash collected on Tuesdays will have green waste collection on Mondays.

The schedule will continue through early fall, with exceptions for four holidays.

Residents should clearly separate garbage and green waste at the curb on the days they are being collected together.

Lawn and brush clippings and twigs should be put out in containers that can be left at the property. Do not use plastic bags, because they have to be separated from the waste prior to disposal. Foreign matter such as paper or garbage should not be mixed in with green waste. Also, do not put stones, concrete, blacktop or animal feces in with green waste.

Green waste containers should weigh no more than 50 pounds each. Brush collected by homeowners should be stacked neatly, in three-foot long piles, butt ends facing the street and the same way, so it is easy to pick up and put in the back of the truck. Diameter cannot exceed one foot. All root balls must be removed.

The amount put out for collection cannot exceed two cubic yards (3-by-3-by-6-feet). Any amount placed out for collection that exceeds the limit can be subject to a collection fee. Those anticipating a large volume should contact the City Yard at 339-7778 to discuss collection fees and scheduling collection.

Contractors are responsible for removal of waste from work sites, as contractors’ waste will not be collected.

City residents regardless of whether they live in the inside or outside district can take green waste and brush to the transfer station off of Race Street from 7:45 a.m. to 3:30 p.m. Monday through Saturday. Transfer station users are responsible for emptying cans or bags and taking containers home.

The weeks affected by holidays during green waste season are: Memorial Day (May 24), Independence Day (July 4), Labor Day (Sept. 6) and Columbus Day (Oct. 11). Those weeks, green waste and rubbish will be collected the same day.
